MOIAT Approval

MOIAT - the UAE Ministry of Industry and Advanced Technology - runs the country's product-conformity system. Fire-protection products must meet MOIAT's requirements and carry a Certificate of Conformity before they can be imported, sold or installed in the Emirates.

What it means

MOIAT (the federal Ministry of Industry and Advanced Technology, which absorbed the former ESMA standards authority) governs how products enter and circulate in the UAE market. For regulated goods such as fire-protection equipment, MOIAT approval means the product has been independently assessed and issued a Certificate of Conformity confirming it meets the approved UAE and GCC standards. It is mandatory: without it, regulated products cannot legally clear customs, be sold or be specified in the UAE.

ECAS and EQM

MOIAT operates two conformity schemes. ECAS (the Emirates Conformity Assessment Scheme) is the mandatory route: it issues the Certificate of Conformity required before shipments of regulated goods are released. EQM (the Emirates Quality Mark) is a licensing scheme that lets a product carry the Emirates Quality Mark as a further, higher-tier sign of quality. Fire-protection products are certified under ECAS.

How it is obtained

The product is first tested at an accredited laboratory against the relevant UAE, GCC or international standard. The test reports and technical file are then submitted to a MOIAT-notified body (such as Bureau Veritas or TÜV) for review. If the product meets the requirements, MOIAT issues the Certificate of Conformity, subject to periodic renewal and audit.

Why it matters

A MOIAT Certificate of Conformity gives importers, specifiers, consultants and authorities the assurance that a product meets UAE standards, and it is the legal gate for market entry.
